What Makes Packaging Tamper-Evident

A pack is tamper-evident when opening it leaves a mark the opener cannot remove. That is the whole test. The FDA words it as an indicator or barrier that, if breached, gives the consumer visible evidence that tampering has occurred.

Note what the test does not measure. A carton that is hard to open but closes again perfectly fails it. A carton that opens easily and can never be made to look unopened passes.

Two terms get swapped for each other here, and they mean different things.

Tamper-evident is detection. The pack reveals that entry happened.

Tamper-resistant is prevention. The pack makes entry physically harder.

A glue flap engineered to tear the board on opening is evident: anyone can open it, nobody can hide that they did. A push-and-turn closure is resistant: it slows entry down without necessarily recording it.

Tamper-proof is not a real category. No pack qualifies, and no regulation uses the word, for the same reason child-resistant packaging is never called child-proof: given time and tools, an adult gets into anything. A pack does not promise nobody got in. It makes sure you can tell.

Most well-specified packs use both properties, assigned to different parts. Resistance belongs to the primary container. Evidence belongs to the carton around it.

What Tamper Evidence Is Worth

Outside the mandated categories, four things justify the spend.

It shows the pack left the plant sealed. In e-commerce, there is no store between you and the buyer, so the carton is the only thing testifying that nothing happened in transit.

It closes off return fraud. A product that can be used, refilled, or swapped and returned looking sealed is an open-ended liability. A carton that cannot be re-closed ends that.

It makes small-scale counterfeiting harder. Refilling genuine packaging depends on being able to close it again convincingly, which a fiber-tearing seal removes.

It is visible reassurance. In food, supplements, and personal care, a broken-seal indicator is what a shopper checks before buying, whether or not anyone required it.

Where Tamper Evidence Is Actually Required

The list of products that legally need it is shorter than most guidance suggests.

Over-the-counter drugs sold at retail, under 21 CFR 211.132. Dermatological, dentifrice, insulin, and lozenge products are exempt. The rule also requires a label statement naming the tamper-evident feature, placed so it stays visible if that feature is breached.

Two cosmetic subcategories, under 21 CFR 700.25: liquid oral hygiene and vaginal products. Skincare, color cosmetics, and fragrance are outside it.

Food has no blanket federal packaging mandate. Tamper evidence is near-universal in some food categories, but retailer and consumer expectation is doing that work, not a rule.

Beyond those, it is a choice.

Which is the useful part for most brands using premium cartons. This is not a compliance box. It is a judgment about what an opened-and-resealed pack would cost you, and that judgment is what decides which features are worth paying for.

These rules exist because of one autumn. In September 1982, seven people near Chicago died after taking cyanide-laced capsules from tampered retail packages. The affected brand’s category share fell from over 35% to under 8% within weeks. The FDA issued emergency guidelines that November, and Congress criminalized product tampering the following year.

Types of Tamper-Evident Packaging

Most guides answer this with labels, tapes, shrink bands, and blister packs. Those are real, and every one of them is a component bought elsewhere and stuck onto a pack that was not designed for it.

A folding carton can carry the function in its own structure. These are the five types, in the order a structural designer considers them.

1. Glue-Flap Fiber Tear

The end flaps of a carton are already glued. Specifying that bond so it delaminates the board on opening turns an existing production step into a tamper-evident feature with no added material and no extra station on the line. It is the most elegant version of this function, and it gets its own section below, because the mechanism is where most published explanations go wrong.

2. Tear Strips

A tear strip is built from two pairs of cut-scores at roughly half the board’s depth, one pair scored from the inside face and one from the outside, offset from each other so together they form a continuous separable channel. Neither pair cuts all the way through, which matters: a full-depth cut would weaken the carton in shipping, before the consumer ever touches it.

Removing the strip physically separates the carton along that line. No reassembly hides it.

Tear tape is a different thing and worth naming as such. It is a bought-in laminate engineered to delaminate or leave a void pattern when peeled, applied to the pack rather than cut into it.

3. Locking Tabs and Tuck-End Locks

A locking tab has a base secured to the wall panel, a locking end with an intermediate slit, transverse cut ends, and tear-away lines running to the terminal edge. The geometry is designed so the tab cannot be withdrawn without deforming the tab, the slot, or the panel around it.

The advantage here is what is absent. No tape, no staple, no added adhesive, no second material. Once the die exists, the feature is free on every carton it cuts.

4. Perforated Panels

A perforation rule alternates cutting segments with uncut bridges, called tie points, that weaken the board so it separates predictably. This is distinct from a crease, which compresses board to create a fold and removes no material, and from a full cut, which severs it completely.

The specification work is in the tie points. They have to survive shipping vibration and case packing intact, then tear cleanly and irreversibly the first time a consumer applies force. Getting that balance wrong in either direction produces either a carton that arrives already open or one that tears raggedly across the graphics.

5. Applied Labels and Seals

Bought-in components: void-pattern labels, tamper-evident tapes, shrink bands. They are genuinely useful, particularly when a feature has to be added to a pack that is already tooled, or where a regulation requires a specific label statement.

They are also the answer most of the field gives to every version of this question, and they carry a per-unit material cost and an application step that structural features do not.

Fiber Tear: Why a Sealed Flap Tears Instead of Peeling

This is the part that is usually explained incorrectly, and it is worth getting right, because it determines whether a sealed carton is actually tamper-evident or only looks it.

Fiber tear is the industry’s measure of bond quality. Pull two glued substrates apart and score what percentage of the board surface delaminates and stays stuck to the adhesive rather than releasing cleanly. The scale runs from 0, meaning no bond, to 6, meaning complete fiber tear. General bond acceptability sits at 4 or above. For tamper-evidence purposes, 60% fiber tear is the usable minimum and 90% or higher is preferred.

The mechanism is a comparison of two strengths. Fiber tear happens when the adhesive’s bond to the board exceeds the board’s own internal ply cohesion. Force the flap and the weakest link in that assembly fails. If the weakest link is the board rather than the glue, the paperboard’s surface fibers lift away and stay on the adhesive.

That delamination is irreversible in the most literal way. Torn fibers cannot be pressed back flat. The flap cannot be re-closed to look untouched, no matter how carefully someone tries.

The useful contrast is a peelable adhesive, which is deliberately formulated with a bond weaker than the substrate so it releases without damage. That is a genuinely valuable property for a resealable pack, and it is the exact opposite of what tamper evidence requires.

Here is the point most published explanations miss. Fiber tear is not a property of the glue. It is a property of the glue and the board together. The same hot melt can produce reliable fiber tear on one substrate and a clean peel on another, because what changed was not the adhesive but the internal ply strength of the board it was asked to beat. Adhesive and substrate have to be specified as a pair and validated per SKU. A specification that names only the glue has specified half of the feature.

Two failure modes are worth naming, because they run in opposite directions.

Under-application or cold hot melt produces a weak bond, and a weak bond peels rather than tears. This is the worst possible outcome: a clean peel leaves no evidence at all, and the flap can be re-glued invisibly. A carton that fails this way is not merely less effective; it is actively misleading.

Over-application creates show-through on the printed face, which on a premium finish is a cosmetic reject. Bond strength has to be balanced against defect risk rather than simply maximized.

Verification is destructive, which is the practical consequence of all this. You cannot inspect a finished carton and know its seal will tear. Does It Change the Glue or the Die?

It can change either, or neither, and the difference between those cases is most of the cost story.

Adhesive is a specification change, not an equipment change. End-flap gluing already runs hot melt. Achieving fiber tear is less about switching adhesive families than about specifying a permanent, high-tack grade rather than a general-purpose or peelable one. Same folder-gluer, same line speed, same process. The cost impact runs from nothing to a small per-unit delta for a premium grade.

Die depends entirely on timing. A tear strip, a perforated panel, or a locking tab on a structure that has not been tooled yet is essentially free. It is geometry added to a dieline that is being drawn anyway, cut into steel rule that is being made anyway. The same feature on a structure already in production needs a new or re-ruled die, because that geometry lives in the tooling. This is the single most consequential timing decision on the topic, and it is why the question is worth asking during structural design rather than after. Gluer setup changes only in one case. Tear strips and perforations add no glue heads at all. A tamper-evident secondary seal, beyond the carton’s normal locking flaps, may require an additional glue head or folding station, which carries a real changeover and line-speed cost.

Put in order, from least to most expensive:

  1. A dieline change on a die you are already cutting
  2. An adhesive grade change on the gluer you already run
  3. A new or re-ruled die for a structure already in production
  4. An extra glue head or folding station for a secondary seal
  5. A bought-in label or tape, with its material cost and application step on every unit

Most brands assume tamper evidence sits at the bottom of that list, because the bottom of that list is what the field writes about. On a folding carton it usually sits at the top.

Where Tamper Evidence Earns Its Place

Beyond the mandated categories, the argument is about what an opened pack costs.

In e-commerce, the pack arrives without a store between the brand and the buyer, so the carton is the only thing testifying that nothing happened to the product in transit. In food and nutraceuticals, expectation has effectively hardened into a norm regardless of what the regulation says. In beauty and personal care, the exposure is return fraud and resale: a product that can be used, refilled, or swapped and returned looking sealed is a product with an open-ended liability attached to it.

The counterfeiting picture makes the same case from a different direction. The OECD and EUIPO put global trade in counterfeit goods at USD 467 billion, 2.3% of world imports, in their 2025 report using 2021 customs data. The shape of that trade has shifted toward small parcels: shipments of fewer than 10 items made up 79% of customs seizures in 2020 to 2021, up from 61% in 2017 to 2019.
