

Circular packaging has moved from a positioning choice to a line in the budget. Seven US states now price packaging by weight, material, and recyclability, and the EU gates market access on it. That changes who in a company cares about the answer.
This guide covers what circular packaging means, the principles behind it, what it is worth to a business, and what actually decides whether a folding carton closes the loop. Four generations of printing cartons on certified board have taught Arkay one thing about it: the answer to “is this recyclable” almost always sits downstream of the pack.
What Is Circular Packaging?
Circular packaging is packaging designed so its materials keep circulating instead of being used once and thrown away. Waste is a design failure, not an inevitable output, and the measure of success is whether the material comes back.
The framing comes from the Ellen MacArthur Foundation’s work on the circular economy. One part is worth carrying: recycling is one tool in the hierarchy, not the definition of it. The full order runs maintenance, reuse, refurbishment, remanufacturing, recycling, and composting, with recycling near the bottom. A pack that gets recycled is doing the least circular thing that still counts.
What it means for a business
For a brand, circularity now shows up in four places that have nothing to do with marketing:
- Fees. Extended producer responsibility programs charge by weight and material, adjusted for how recyclable the design is. A harder-to-recycle carton costs more every year it ships.
- Market access. The EU’s packaging regulation ties the right to sell to recyclability criteria rather than to intent.
- Retailer and customer requirements. Packaging specifications and supplier scorecards increasingly ask for composition data, not assurances.
- Claim risk. An unqualified recyclable claim that the infrastructure does not support is a regulatory exposure, covered further down.
The catch is that circularity is not a property you can specify into a product. It depends on infrastructure the pack does not control.
The Core Principles of Circular Packaging Design
Three principles do the work, and each lands differently on a folding carton.
- Reduce. Use less virgin material: fewer layers, lighter structures, less empty space. On a carton this is a structural decision rather than a material one, since caliper and geometry set how much board a pack consumes. A lighter pack also costs less to ship and less to report under producer responsibility schemes.
- Reuse. Build containers durable enough for several trips, or refill systems that replace the pack entirely. This sits mostly with the primary container. Consumer uptake of refill formats has been slower than the brand-led narrative suggests, and a carton’s contribution is usually durability in transit rather than a second life as a carton.
- Recycle or compost. Make what is left processable into raw material for something new, or genuinely compostable in the system it will reach. For paperboard this principle carries most of the weight, and it is where the rest of this article sits.
Recyclable, Recycled, or Circular?
Three words do most of the work here, and they are not interchangeable.
The consequence is geographic. A technically recyclable folding carton sold where there is no boxboard collection is not circular in that market, whatever it is made of.
That is built into how claims are governed. The How2Recycle label grants an unqualified “Widely Recyclable” designation only where at least 60% of Americans and 50% of Canadians have access, assessed against five pillars covering law, collection, sortation, reprocessing, and end markets.
The Benefits of Circular Packaging
Three benefits are worth separating from the general enthusiasm, because they accrue differently.
Lower emissions. Recovered fiber displaces virgin input, and keeping material in use avoids the extraction and processing new material requires. The honest framing is that the emissions case rests on the system working, not on any single packaging choice. A manufacturer’s own footprint is a separate question with separate evidence: Arkay’s operations are CarbonNeutral certified, which is a claim about the plant rather than about any carton leaving it.
Resource security. Circular design decouples your packaging supply from finite inputs. For paperboard the key concern is fiber sourcing, not scarcity. Chain-of-custody certification verifies where the fiber came from and that it was not drawn from a controversial source.
Lower regulatory cost. This is the benefit that has moved fastest, and it is the subject of the next section.
Circular Packaging and EPR: Meeting Modern Sustainability Goals
Extended producer responsibility is what turned circular design into a number on an invoice.
Under EPR, the company that puts a product on the market pays for its packaging at end of life. Seven US states have enacted packaging EPR laws, and fees are set by weight and material category, then adjusted through eco-modulation: down for mono-material construction, recycled content, right-sizing, and curbside recyclability, up for constructions that are harder to recycle.
For a folding carton, that adjustment keys off the same non-fiber components this article covers. Laminate films, foil, plastic windows, and adhesives or inks that do not wash out cleanly are documented industry-wide as recyclability detractors, and multi-layer laminates lose recyclability classification outright.
The EU runs the same logic through a different instrument, gating market access on recyclability rather than pricing it.
Two practical consequences:
- A finish decision is a recurring cost decision, made at the dieline stage, years before the first invoice arrives.
- Sustainability goals and compliance now share a work stream. The composition data that answers a corporate target is the same data an EPR filing needs.
How Carton Recycling Actually Works
Paper is one of the better-recovered materials in municipal waste. The problem is that the figure usually quoted to prove it belongs to a different product than the one in your hand.
The EPA’s most recent published series, based on 2018 data, breaks down like this:
Corrugated is a high-volume, well-established commodity with a mature end market, and its scale alone carries the blended average. The non-corrugated category, where folding cartons sit, looks very different.
Two caveats belong with those numbers. The EPA has not refreshed the series since 2018, and the non-corrugated category is broader than folding cartons alone, so 20.8% is the closest proxy rather than a carton-specific measurement. Neither changes the conclusion: the gap is a collection and sortation problem, not a fiber-quality problem. Boxboard repulps perfectly well. It is collected less consistently and missorted more easily than a corrugated box.
More current figures carry the same scope limit. The American Forest and Paper Association’s 2025 data puts US paper recovery at 61 to 65%, and CEPI reports 76.4% for Europe in 2025, an industry association figure rather than an independent one. Both blend all paper grades.
Where the loop breaks
- Collection. Access for boxboard is uneven, and this is the single largest determinant of whether a carton is circular.
- Sortation. Folding cartons and liquid cartons share a word and almost nothing else. An aseptic or gable-top carton combines paperboard with polymer and often aluminum, and needs specialized processing. Arkay makes folding cartons, not liquid cartons.
- Repulping. Material that disperses in water but yields fiber with poor strength or optical properties still gets rejected.
- Composting. Compostability standards require non-biodegradable coating content to stay minimal as a share of the board’s mass. That is achievable with the right aqueous or starch-based chemistry, and not with plastic film, wax, or many synthetic resins. Coating chemistry compatible with composting is not the same as a certified compostable pack.
How many times fiber can be recycled
This is contested, and both answers are informative. The traditional figure is five to seven passes, because each cycle shortens and weakens the fibers. A 2018 laboratory study from TU Darmstadt, publicized by a cardboard manufacturer with a commercial interest in the answer, reported 25 or more cycles with minimal property loss under controlled conditions.
The lower figure reflects the system, where contamination and sorting remove fiber at every pass. The higher one reflects the fiber in isolation. Which points at what matters for specification: contamination, not fiber chemistry, is the practical limiter.
Which Finishes Affect a Carton’s Recyclability
One rule governs this section, and skipping it produces the confident nonsense that circulates in both directions.
No finish universally prevents recycling, and none universally survives it. Compatibility depends on coverage area, the chemistry, the substrate underneath, and whether the receiving mill deinks at all. The same board and ink combination performs differently at different mills. That is why the industry built assessment protocols instead of publishing a list:
- The CEPI and 4evergreen Recyclability Evaluation Protocol scores fiber-based packaging from -100 to +100. A positive score indicates recyclability in a standard mill. A negative score does not automatically mean unrecyclable: it can mean recyclable in a flotation-deinking mill instead, which makes it a routing question rather than a verdict.
- The 4evergreen Circularity by Design guideline covers barrier coatings, inks and varnishes, adhesives, decorative metallic components, base materials, contamination, and sorting disruptors.
- The Fibre Box Association and Western Michigan University protocol splits the question usefully. Part 1 tests repulpability: does the material disperse in water? Part 2 tests recyclability: is the resulting fiber good enough to use again? A pack can pass Part 1 and fail Part 2, which means it broke down fine and produced fiber nobody wants.
Generally compatible with standard repulping
- Aqueous and water-based coatings disperse readily and are the design-for-recycling default in 4evergreen’s guidance.
- Water-based adhesives are soluble or dispersible, so cartons assembled with them generally repulp without adhesive removal.
- Conventional non-UV offset inks have established compatibility with standard deinking.
Conditional, depending on coverage and mill
UV coatings and spot UV are the honest unresolved case. Some analyses note they contain no water or volatile hydrocarbons and can be recycled where deinking occurs. Other analysis flags UV-cured coatings as more obstructive than pigmented UV inks, because of film weight and complete polymerization. The evidence is mixed, and no published coverage threshold separates the two cases.
Hot melt adhesives are the more consistently flagged adhesive risk: water-insoluble, not fully removed during repulping, and capable of agglomerating into the deposits mills call stickies. A real risk rather than a disqualification, and repulpable formulations exist.
Foil stamping, hot and cold, is where guidance openly disagrees. 4evergreen recommends hot stamping or cold transfer in preference to full metallized-film lamination, implying a thin localized application is the better route. Some municipal and retail guidance nonetheless excludes foil-decorated boxes from paper streams. Coverage area and local facility capability drive the real answer, so a small foil accent and a fully foiled panel are not the same question.
Plastic windows in PET, PLA, or cellulose acetate are conditional on whether the receiving facility separates the film before repulping. PLA only delivers its advantage if the whole system matches; in a standard paper stream it can behave as a contaminant.
Generally problematic, though still not absolute
Film lamination blocks water and chemical penetration into the fiber core during repulping. The defensible statement is that it is harder to repulp than an aqueous coating achieving a similar tactile effect. The indefensible one is that laminated cartons cannot be recycled, because the outcome still varies with mill and coverage.
Metallized film lamination is the clearest finding in the evidence. 4evergreen does not consider metallized polypropylene or PET laminates compatible with standard recycling, and full-surface metallization interferes with optical sortation, so a pack can be missorted before it reaches a repulper.
PE and PLA extrusion and barrier coatings work by the same mechanism as lamination. Glitter and pigmented specialty coatings are the least ambiguous negative: the particles cannot be filtered out during pulping and contaminate both the pulp and the mill’s wastewater.
PFAS grease barriers are largely resolved rather than a live decision. PFAS grease-proofing substances for paper and paperboard food contact are no longer sold into the US market, following an industry phase-out the FDA confirmed in 2024.
Recycled Content in a Premium Carton
Recycled fiber and circularity are related, but not the same decision. One constraint is a safety matter rather than a performance one, and it gets less attention than it deserves.
Recycled paperboard can carry mineral oil hydrocarbon contamination, originating in the recovered stream and commonly traced to newsprint inks. The two fractions of concern are MOSH and MOAH. The European Food Safety Authority’s assessments identify MOSH accumulation in human tissue and a genotoxicity concern for specific MOAH fractions, and document gas-phase migration into dry food even without direct contact between board and food.
That is why recycled content is restricted, or gated behind a functional barrier, in direct food contact and in some cosmetic and pharmaceutical uses. It is a legitimate reason virgin board remains correct in several categories, independent of print quality.
On performance, recycled boxboard has less stiffness at a given caliper because its fibers are shorter, though it can be engineered toward comparable compression performance. What You Can and Cannot Claim on the Pack
For a brand, the commercial edge of all this is what you may legally print.
Under the FTC’s Green Guides, an unqualified “recyclable” claim is appropriate only where recycling facilities are available to a substantial majority of consumers where the product is sold, a threshold the Commission has treated as 60%. Below that, the claim has to be qualified rather than simply made.
The Green Guides have been under review since late 2022, with a workshop devoted specifically to recyclability claims. Build any claim to the stricter, access-qualified standard now, because expectations are tightening rather than loosening.

Practical Steps to Move a Carton Program Toward Circular Packaging
Five steps cover the work, in the order that saves the most rework.
- Build a composition record. One row per component per pack: substrate and grade, caliper, blank weight, coating type and coverage, window and foil material, ink system, adhesive. Everything below depends on it, and an EPR filing and a customer scorecard ask for the same record.
- Ask your converter for composition, not assurances. “Recyclable” from a supplier is a claim. A spec sheet naming the coating chemistry and the window material is evidence. Only one survives a challenge.
- Design out the non-fiber components you do not need. A window that exists only because the category has always had one is the easiest to remove, and it moves both the recyclability classification and the fee.
- Check recyclability where you actually sell. Access, not technology, decides the outcome. A pack that qualifies in one market may need a qualified claim in another.
- Re-check when you change a finish. A mid-program substitution can move the pack into a different classification without anyone re-running the assessment.

The honest challenges
Three are worth knowing. Collection is outside your control, so a well-designed carton can still fail in a market that does not collect boxboard. There is no single standard: the EU protocols, the US test methods, and the label programs assess different things, so a pack can pass one and be questioned under another. And recycled content is not always available to you, because food, cosmetic, and pharmaceutical contact restrict it for the contamination reasons above.
None of these is a reason to skip the work. They are reasons to qualify the claims.

- Embossing and debossing hold registration to ±0.3mm and add no material.

Operations are CarbonNeutral certified, the facility holds BRCGS packaging safety certification, and Arkay has held an EcoVadis Platinum rating consecutively since 2022, in the top 1% of rated companies.
That last credential needs its scope stated, because the field blurs it. EcoVadis rates the quality of a company’s sustainability management system, covering policies, actions, certifications, coverage, and reporting. It is not a product certification, and it establishes nothing about whether a specific carton is recyclable.

Are folding cartons recycled at the same rate as cardboard boxes?
No, and the gap is large enough to matter. The EPA’s most recent published figures put corrugated boxes at 96.5% and paper containers and packaging excluding corrugated boxes, the category folding cartons fall into, at 20.8%. Both come from 2018 data that has not been refreshed. The widely quoted claim that paper and paperboard is recycled at around 68 to 80% is a blended figure carried almost entirely by corrugated volume, so quoting it for cartons borrows a number that belongs to a different product. The gap is mainly a collection and sortation problem, not a fiber-quality one.
Does an EcoVadis Platinum rating mean a carton is recyclable?
No, and the distinction matters because the two get conflated in supplier evaluations. EcoVadis rates the quality of a company’s sustainability management system: its policies, actions, certifications, coverage, and reporting. A Platinum medal places that company in the top band of those it rates. It is a company-level assessment, not a product certification, so it establishes nothing about whether a particular carton is recyclable or circular. Product-level questions are answered by the substrate certification, the finish composition, and the recycling infrastructure in the market where the pack is sold.
What is the difference between a liquid carton and a folding carton for recycling?
They are different products with different recycling paths, and the shared word causes real confusion. A folding carton is dry-goods paperboard, typically SBS, collected and repulped with other boxboard. An aseptic or gable-top liquid carton, the kind used for milk, juice, and broth, combines paperboard with polymer and often aluminum layers. It requires specialized processing facilities distinct from standard boxboard and corrugated streams.
