A packaging redesign is a deliberate change to how a product’s packaging looks, functions, or is constructed, executed through the production chain rather than only on screen. It sits at the point where a brand decision becomes a manufacturing project, which is where most of the published advice on the subject stops.

That gap is worth naming up front. Design agencies write extensively about why and when to redesign. Manufacturers write about dielines and tooling. Very little connects the two, so brands routinely commit to a redesign without knowing which version of it they have committed to, and discover the difference when the tooling quote arrives.

1. Shelf Performance Is Sliding and Distinctiveness Is the Reason

The mechanism here is recognition, not attractiveness. A shopper scanning a category is not reading packaging, they are matching against a remembered shape, color block, and position. When a category’s design language converges, which it does steadily as competitors borrow from whatever is working, an unchanged pack does not become uglier. It becomes harder to pick out.

The diagnostic question is not whether people like the pack. It is whether people can find it without looking for the name.

There is a genuine evidence gap here, and it is worth being honest about it: figures claiming shoppers evaluate a pack in a specific number of seconds circulate widely with no shared primary source behind them, and none is used in this article. The mechanism holds without a number attached to it.

2. A Brand Refresh Has Stranded the Packaging

Brand identity work usually moves faster than packaging, because a new logo can go live on a website in an afternoon and on a carton only after tooling, artwork, prepress, and a production run.

The result is a period where the pack is the last surviving artifact of the old identity. That is tolerable for a quarter and corrosive for a year, because the packaging is the version of the brand a customer physically holds. If the pack and the brand book no longer agree, the pack is the one the customer believes.

3. SKU Proliferation Has Made the Range Incoherent

Ranges grow by addition. Each new variant gets designed against the two next to it rather than against the whole line, and after a few cycles the range has no consistent system: three different ways of signaling variant, four positions for the same claim, and a shelf block that reads as unrelated products.

Consulting’s 2024 annual packaging study found that SKU rationalization undertaken since 2019 added an estimated 65 to 90 basis points to brand gross margins, with a further 150 to 175 basis points expected. A redesign that restores a system across the range is usually costs less than the operational drag of not having one.

4. A Retailer or Regulatory Mandate Forces the Change

This is the one sign with a date attached, and the only one where inaction has a defined consequence.

The EU’s Packaging and Packaging Waste Regulation, Regulation 2025/40, came into force on 11 February 2025 and applies across all 27 member states from 12 August 2026. It grades packaging A to E on recyclability, and packaging below grade C cannot be sold. In the US, California’s SB 343 restricts recycling-label claims on packaging manufactured after 4 October 2026, and SB 54 sets staged plastic reduction and recyclability targets. Seven states now run extended producer responsibility programs.

Retailer requirements move on their own schedule and with less notice: case-pack dimensions, barcode placement and print grade, shelf footprint, and claim substantiation. Non-compliant packaging gets refused rather than negotiated.

5. Sustainability Commitments the Current Pack Cannot Meet

A public commitment made at brand level becomes a substrate and finishing problem at pack level, and the two are often set years apart by different teams.

Damage is the sign most likely to be misfiled as a logistics problem when it is a packaging problem.

A Harris Poll survey for DS Smith, fielded 7 to 11 November 2024 with 3,071 respondents, estimated that 85 million packages arrived damaged in the US during 2024, up 30% year on year, with an average damaged item value of $71 and roughly $2.92 billion in total. Damage rates that climb after a channel shift or a case-pack change are usually telling you the pack is being asked to do something it was not engineered for.

A carton designed for a lit retail shelf and a carton designed to survive a parcel network are different objects, even when they hold the same product.

Retail packaging optimizes for legibility at distance, block presence, and a considered opening. E-commerce packaging optimizes for compressive strength, dimensional efficiency against carrier pricing, protection through single-parcel handling, and an unboxing moment with no store lighting and no shelf neighbors. A brand that moved a meaningful share of volume online without re-engineering the pack is running retail packaging through a channel that tests it differently.

8. Cost and Material Efficiency Have Fallen Behind

Structures accumulate history. A carton sized around a primary container that has since changed, a caliper chosen for a shipping method no longer used, a layout that nests inefficiently on the press sheet: none of these announce themselves, and all of them are paid for on every run.

This is the sign that most often gets found rather than suspected, usually during an audit conducted for a different reason. It is also the sign where a manufacturer can tell you more in an hour than a design review can in a week, because the inefficiency lives in board yield and press-sheet layout rather than in anything visible on the pack.

Structural or Graphic

Everything above is diagnosis. This is the decision, and it sets both the timeline and most of the cost.

Start with the thing brands most often get backwards.

Printing plates are made per job regardless. Offset plates are imaged from the current artwork file for each production run. A reorder of completely unchanged packaging has plates made for it. This means new artwork carries no incremental plate burden compared with simply running the pack again, and it removes the single most common reason brands defer graphic changes. There are three cases, and they behave very differently.

A graphic redesign on an existing structure changes artwork and reuses the dieline. New plates, no new cutting tooling, no structural prototyping, no packing-line revalidation. This is categorically the fastest and least expensive route, and a great deal of what brands want from a redesign can be achieved inside it.

A structural redesign changes the dieline, which forces a new cutting and creasing die, a new prototype cycle, and potentially revalidation of fit on a filling line and in a case pack. The middle ground is where projects get mis-scoped. Three changes read as minor and are not: a dimensional tweak of any size, a new closure or tuck style, and adding a window. All three change cut geometry, so all three require new tooling and a new prototype cycle. A window is the most frequently underestimated of the three, because it feels additive rather than structural.

Finishing dies are separate tooling again. Foil and emboss dies are dedicated tools, independent of both the cutting die and the printing plates, which means foil stamping or embossing can be added or removed without remaking either. That independence is useful: it is a real design lever that does not force a structural project.

A note on numbers. Tooling costs and lead times circulate widely online, and most of the published figures come from flexographic or corrugated contexts that do not transfer to offset printing on solid bleached sulfate board. What a Redesign Involves, Stage by Stage

A redesign runs through seven stages, and they are not evenly weighted. The first one can end the project early and save the rest, and the second-to-last one is where most schedules actually slip.

  1. Audit. Compare the current pack against the specific problem you are trying to solve. This frequently concludes that a full redesign is not needed, which is a legitimate outcome and far less expensive to reach here than at the tooling stage.
  2. Scoping. Graphic or structural, decided explicitly and written down, using the categories above.
  3. Dieline development. Only if the change is structural.
  4. Prototyping. Two stages that answer different questions. A white dummy is unprinted, made at production caliper, and tells you whether the structure holds its shape, folds correctly, and fits what goes inside it.   5. Artwork and prepress. Files reconciled against the dieline and separated for the press.
  6. Color approval. Usually the longest stage in elapsed time, and almost always because of how many people have to approve rather than how many proofs there are.
  7. Tooling and production.

How Much Change Is Too Much

The risk in a redesign is not that people dislike the new pack. It is that they cannot find it.

Shoppers navigate a shelf by visual shorthand: a color block, a shape, an image, a position in the range. Those cues are not the design. They are the index a regular buyer uses to find the product without reading anything.

A redesign can change a great deal without harm, as long as the two or three cues doing the finding survive it. Replace all of them at once and a familiar product becomes genuinely hard to locate. Difficulty of location reads as absence, and the sales effect shows up before anyone reports disliking the new look.

The practical version of this is a question to answer before the work starts rather than after: which cues are load-bearing here, and which are simply present? Most redesign briefs never ask it.
